Rivne State University of Humanities is a multi-profile higher educational institution that trains librarians, managers, stage directors, actors, musicians, dancers and teachers of different fields of knowledge. The university has a significant material and technical base meeting up-to-date demands in training skilled specialists.
Studying and Living Conditions for Foreign Students and Stateless People
at Rivne State University of Humanities
Foreign students and stateless people who live in Ukraine legally, have the appropriate educational (educational and qualification) level and reveal the wish to obtain the higher education are enrolled to Rivne State University of Humanities. Foreign students and stateless people who stay at Ukrainian territory legally have a right to obtain higher education. Foreign students and stateless people can obtain the higher education for the funds to pay by individual or legal person if the other is not provided with international agreements. The arrangement for such agreements should be given by Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions dealing with international academic mobility.
All people who obtain higher education at RSUH have the equal rights and obligations. Admission to the University at all higher educational levels has been carried out according to the enrolment competition.
The Department of International Relations and Work with Foreign Students is responsible for the work with foreign students and stateless people at RSUH. The Department’s main tasks and functions:
- Educational process organization to train specialists from foreign countries according to all higher educational levels;
- Cooperation with faculties concerning with monitoring progress in studying and classes attendance;
- Processing of foreign students’ registration records at state migration authorities, extension of stay in Ukraine, de-registration, documents processing dealing with the living according to private addresses and departing to other Ukrainian cities;
- Issuance of an invitation to foreign citizens to study according to the form established by the Ministry of Education and Science of Ukraine;
- Organization of the monitoring passport and visa regime compliance and rules of stay in Ukraine.
- Foreign students’ data base formation and maintenance.
- Processing the duplicates of graduating documents and archive transcripts for foreigners who had studied at university earlier.
- Organization of admission committee work with the aim to recruit foreign students to study at RSUH;
- Organization of promotional and informational materials preparing;
- Setting contacts with Ukrainian and abroad legal person and individuals with the aim to legally support foreigners who want to become RSUH students;
- Cooperation with foreign countries’ embassies, consul residences, and representations in the case to organize and support recruitment of foreign students and people without citizenship.
Foreigners’ studying at RSUH has been carried out according to Regulation on foreign students and stateless people admission for studying at Rivne State University of Humanities (approved by Board of Studies, minutes No. 6, 27 June, 2018), Regulation on educational process organization (approved by Board of Studies, minutes No. 9, 25 October, 2018), Regulation on student’s knowledge and skills evaluation (approved by Board of Studies, minutes No. 9, 25 October, 2018), Regulation on foreign students and stateless people studying at Rivne State University of Humanities (approved by Board of Studies, minutes No. 11, 29 November, 2016) and other normative documents at RSUH.
RSUH carries out the training of foreign students and stateless people according to accredited specialties of appropriate higher educational level: the first (bachelor’s) and the second (master’s). Educational and professional qualification of higher education, secondary education, professional education, special education bachelor is given as the result of successful educational and professional program implementation, complex exam passing or diploma thesis defense in chosen specialty. Educational and professional qualification of higher education, secondary education, professional education, special education master is given as the result of successful educational and professional program implementation, and complex exam passing and (or) diploma thesis defense in chosen specialty.
The teaching of foreign students and stateless people has been carried out in the English and Ukrainian languages. There is preparing department functioning at RSUH for foreigners to learn the Ukrainian language.
Foreigners and stateless people who study at RSUH use learning buildings, reading halls, libraries, sport gyms on equal rights with Ukrainian students.
During studying at RSUH all rules, established for students at RSUH according to Regulation about educational process organization (approved by Board of Studies, minutes No. 9, 25 October, 2018), are extended to foreigners and stateless people.
Foreigners and stateless people who study at RSUH have been guaranteed the rights and freedoms are provided by the current legislation of Ukraine. Foreigners and stateless people are obliged to follow Ukrainian Constitution and Laws, University Regulations, rules of internal order.
Entrants’ and students’ habitation to RSUH dormitories has been carried out according to Regulation on students’ dormitory of Rivne State University of Humanities approved by RSUH rector 6 June 2014. The dormitories are equipped with rooms for living, rest, cafes, kitchens, showers and libraries that are appropriate to hygiene standards. 1-2 foreign students or stateless people can live in a room.
All rooms are provided with necessary hygiene standards and property for living (bed, wardrobe, table, chairs, household items) given to students while the habitation and should be turned back while eviction in initial condition. The dormitories have the separate entrance.
The procedure of foreign student’s habitation deals with application writing addressed to the director of student’s campus, getting order from the dormitory vice-director, presentation of payment receipt (payment is carried out in advance for the studying semester), agreement signing about providing temporary accommodation in RSUH student’s dormitory, familiarization with Regulation on student’s dormitory, fire safety rules and getting a dormitory pass.
During the session period foreign students of external form of education also are given the possibility to live in RSUH dormitories.
The security system functions at the appropriate level at students’ dormitory. The territory where the students’ campus is located is included to the patrolling course of National Police of Ukraine that supervises the public order and security protection, offences control on Rivne streets, squares, in the parks.
Workers of the Department of International Relations and Work with Foreign Students and Stateless People at RSUH execute the necessary explanatory work and support during habitation and living of foreign students and stateless people at RSUH dormitories.
System control carried out by the workers of the Department of International Relations and Work with Foreign Students provides comfortable foreign students’ stay at RSUH dormitories according to necessary work implementation towards foreigners’ living and promotes their successful studying at mentioned HEI.
Information to get the invitation
The invitation is issued by higher education institutions that are licensed to train foreigners for accredited (specialties), who had obtained the HEI’s consent to have studying in the chosen specialty in all higher education levels according to the Order of the Ministry of Education and Science of Ukraine No. 1541, 1 November, 2013. “Some issues on the organization of recruitment and training (internship) foreigners and stateless people”.
Rivne State University of Humanities issues the invitation for foreigners to study according to the form established by the Ministry of Education and Science of Ukraine.
To become a RSUH student, foreigners need to obtain an “Invitation to study” of the standard form approved by the Ministry of Education of Ukraine. To get the invitations for studying foreigners should contact (e-mail: dir.rshu@gmail.com, phone + 38 068 959 88 76) with the Department of International relations and Work with Foreign Students at RSUH.
List of documents to get the invitation from the University:
1) copy of the passport, translated into the Ukrainian language and notarized;
2) document (copy) on the educational degree (education and qualification level) obtained before on the base of which the entrance is implemented, translated into the Ukrainian language and notarized;
3) supplement (copy) to the document (copy) on the educational degree (educational and qualification level) obtained before on the base of which the entrance is implemented (if available), translated into the Ukrainian language and notarized.
3) The agreement for personal data processing.
After obtaining the invitation to study at RSUH, foreigner must pay visa support to the account of Ukrainian State Centre of International Education Payment.

REGULATIONS
ON STUDYING ADMISSION, INTERVIEWS CARRYING OUT (ENTRANCE TESTS), ENROLMENT COMPETITION ORGANIZATION AND ITS IMPLEMENTING FOR FOREIGNERS AND STATELESS PEOPLE AT RIVNE STATE UNIVERSITY OF HUMANITIES IN 2016
I. GENERAL REGULATIONS
1.1. Regulation on foreign students and stateless people studying admission, interviews carrying out (entrance test), enrolment competition organization and its implementing (hereafter – Regulation) in 2016 at Rivne State University of Humanities (hereafter – RSUH) that provides education services for foreigners based on the license for educational activity of higher educational institutions.
1.2. Foreigners and stateless people admission for studying at higher educational institutions is implemented according to Ukrainian laws “On higher education”, “On foreigners and stateless people legal status”, “On foreign Ukrainians”, “On refugees and people in need of additional or temporary protection”, Ukrainian Presidential Decree No. 271 of June 3, 1994 “On measures for the development of economic cooperation of Ukrainian regions with the neighboring regions of the Republic of Belarus and the administrative-territorial units of the Republic of Moldova”, Resolutions of Cabinet of Ministers of Ukraine 26 February, 1993 No. 136 “On Foreigners studying in Ukraine ”, 11 September, 2013 No. 684 “Some Issues of Recruitment for Foreigners and Stateless People”, Order 1541 of the Ministry of Education and Science of Ukraine 1 November, 2013 No. 1541“Some Issues of the Recruitment and Training (Internship) Organization of Foreigners and Stateless People”, registered at the Ministry of Justice of Ukraine 25 November, 2013 under No. 2004/24536.
1.3. This Regulation effect does not apply to foreigners who live in Ukraine permanently on the legal base, people who have been given the status of refugees in Ukraine, and people who need additional or temporary protection.
1.4. Foreigners studying at RSUH is implemented according to full-time studying and part-time (or with elements of distant studying) forms. According to the conditions of the part-time form of studying with elements of distant studying student should come to the University not less than once a year to pass credit and exams session, in the case of student’s absence he or she will be automatically dismissed from the students’ composition.
1.5. The organization of foreigners’ recruitment for studying is implemented by
- Rivne State University of Humanities (hereinafter – RSUH);
state-owned enterprise authorized by the Ministry of Education and Science of Ukraine (hereinafter – an authorized state-owned enterprise), and also other entities (residents and non-residents) on the base of signed agreement with RSUH towards the provision of recruitment services for foreign applicants for studying.
1.6. If RSUH signs contracts with economic entities to provide recruitment services of foreigner aplicants for studying it submits the information according to signed agreements in digital form to the authorized state enterprise within five working days from the date of these agreements’ effect with the aim to keep records about business entities engaged into the recruitment of foreigners to study in Ukraine, and generalize the information about the status of educational services providing forRSUH requirements towards foreign entrants’ appropriateness to conditions of admission at the appropriate higher educational levels are mentioned in Admission Rules and posted on RSUH official website.
1.7.Foreigners admitted to RSUH studying according to full-time studying are given a student ID in the government-approved format.
1.8. Foreigners and stateless people studying at RSUH is implemented in the Ukrainian, English and other languages according to the student’s choice.
1.9. The normative content and terms of studying according to all educational levels and degrees are determined basing on Ukranian standards of higher education, Conditions of admission and Rules of admission to RSUH.
1.10. Foreigners who are given state scholarships according to international agreements, countrywide programs, other international obligations of Ukraine, are admitted for the studying to higher educational institutions within fixed admission quotes to RSUH on the base of directions from Ministry of Education and Science of Ukraine.
1.11. Foreign Ukrainians whose status is approved by foreign Ukrainian certificate use the same rights for education obtaining while RSUH admission as Ukrainian citizens except of cases established by the Constitution of Ukraine, Ukrainian laws or international agreements, that have got the consent of its obligation from Verkhovna Rada of Ukraine.
Foreign Ukrainians whose status is approved by foreign Ukrainian certificate are admitted to RSUH within fixed admission quotes to higher educational institutions according to interviews in subjects provided by Admission rules.
II. PROCEDURE OF FFOREIGN ENTRANTS’ APPLICATIONS AND DOCUMENTS RECEIVING
2.1. To enter RSUH foreigner personally or according to the order of the authorized person submits to Admission committee the hard copy application.
The foreigner shall attach to the hard copy application:
- document (original and its copy) on the educational degree (education and qualification level) obtained before on the base of which the entrance is implemented;
- supplement (original and its copy) to the document on the educational degree (educational and qualification level) obtained before on the base of which the entrance is implemented (if available);
- academic transcript issued by foreign/Ukrainian higher educational institution (in the case of transferring or resuming to study beginning with the second year of studying the academic transcript is attached);
- original and its copy where it has presented the data about curriculums content of the previous higher educational degree (level), obtained credits, studying duration and academic achievement (while studying entrance to obtain master’s degree or after postgraduate education);
- copy of the foreigner’s passport or other document that certifies stateless person;
- health insurance policy unless the other is provided by Ukrainian international agreements;
- four 3 x 4 cm photo cards;
- copy of foreign Ukrainian certificate;
- research offer in chosen scientific specialty or certified in the established way at the place of work/studying the list of published research and inventions in the Ukrainian or English languages are additionally attached while postgraduate studying entering;
To enter the PhD studying it should be additionally attached in the Ukrainian or English languages:
- thesis theme plan to obtain PhD degree;
- Diploma copy on the appropriate scientific degree obtaining.
Documents mentioned in subparagraphs 1-5 of this point should be translated into the Ukrainian language and notarized.
Documents mentioned in subparagraphs 1-4 of this point should be certified in the country of its issuing in the way used for such certification in this country officially, and legalized by appropriate Ukrainian abroad institution unless the other is provided by Ukrainian international agreements.
2.2. Foreigners admission for studying according to international agreements and countrywide programs is implemented basing on directions from the Ministry of Education and Science of Ukraine in the order provided by these agreements and programs.
The candidate to study sends to the Ministry of Education and Science of Ukraine the documents mentioned in the paragraph 2.1. of this Regulation to get the Ministry of Education and Science of Ukraine resolution towards foreigner’s direction to study at educational institutions according to international agreements and countrywide programs of Ukraine.
2.3. The documents on education of admitted foreigners at RSUH issued by educational institutions of other countries complete the procedure of acceptance in Ukraine according to the law.
According to acceptance procedure results RSUH makes the decision towards foreigner’s continuation to study beginning with the level that is appropriate to the results of acceptance procedure, or towards foreigner’s dismissing.
In the case of given documents inauthentic establishment on the educational level RSUH dismisses such foreigner.
III. TERMS OF DOCUMENTS RECEIVING
3.1. Foreigners apply to the University according to accredited educational programs (specialties):
1) twice a year, before and at the beginning of academic semesters (before 1 November and 1 March accordingly): to obtain bachelor’s, specialist’s and master’s.
2) during a year to study at postgraduate program, Phd according to the results of evaluation/proceeding the documents submitted according to the Order of the Recruitment and Training (Internship) Organization of Foreigners and Stateless People, approved by the order of the Ministry of Education and Science of Ukraine 1 November, 2013 No. 1541, registered at the Ministry of Justice of Ukraine 25 November, 2013 under No. 2004/24536, and interview in defined subjects and language of studying.
3.2. Applications and documents receiving of foreigners who enter to study to obtain bachelor’s, specialist’s and master’s degrees for the funds of general licensed number of students is implemented according to Admission conditions to RSUH.
IV. ENTRANCE TESTS ORGANIZATION AND IMPLEMENTING
4.1. RSUH carries out the recruitment of foreigners and stateless people to study within licensed number of students of accredited specialties according to bachelor’s, specialist’s and master’s degrees.
4.2. It is carried out the entrance test in the form of interview to admit for studying at RSUH foreigners and stateless people according to bachelor’s degree except of the person who have education and qualification level or degree obtained before.
4.3. The interview program is appropriate to program requirements in general and education subjects.
4.4. According to Regulations on Admission committee at RSUH the committee carries out the interview with each entrant consisting nit less of two people – members of the committee in interview implementing who are appointed by the committee head in interview implementing according to the schedule in the day of interview or distantly. Video- and audio-materials in interview fixing implemented on-line are kept at university during one year beginning with the date of on-line interview carrying out.
4.5. Program requirements to carry out the interview are prepared by the committee heads to carry out the interviews at RSUH and approved by the head of Admission committee not later than before three months to the beginning of entrants’ applications receiving.
4.6. Asked questions and answers at the interview are written to the interview sheet. Then the interview sheet is signed by the entrant and examiners.
4.7. Information about the interview results are announced for the entrant in the day of its carrying out.
4.9. Interviews sheets of the people admitted to RSUH are kept in their personnel files.
4.10. Committee resolution in interview carrying out about the interview results with entrant is formed in interview minutes.
4.11. To admit for studying at RSUH foreigners and stateless people in bachelor’s, specialist’s or master’s degree basing on the education and qualification level or higher education degree obtained before the interviews are implemented provided for the entrants with Ukrainian citizenship.
V. ENROLEMENT COMPETITION ORGANIZATION AND ITS IMPLEMENTING
5.1. RSUH implements foreigners and stateless people recruitment within licensed number of students to study at bachelor’s, specialist’s or master’s degree.
5.2. In the case when foreigners and stateless people enter RSUH in terms defined by Admission rules for entrants with Ukrainian citizenship they take part in entrance tests on equal rights, enrolment competition, admission on the licensed places of the current year of studying admission.
In the case when foreigners and stateless people enter RSUH in other terms then defined by Admission rules for entrants with Ukrainian citizenship but in the appropriateness with terms established by Ukrainian law, they take part in entrance tests, enrolment competition, and admission on the vacancy places within licensed number of students for studying admission.
5.3. Cost of education for foreigners and stateless people who take part in enrolment competition for admission to RSUH on legal grounds is established according to RSUH inside orders based on the cost of sheet.
5.4. Foreigners and stateless people who stay in Ukraine legally have the right to obtain higher education except of the right to obtain higher education for the funds of Ukrainian state budget, local budgets, unless the other is established international agreements, that have got the consent of its obligation from Verkhovna Rada of Ukraine. They take part in enrolment competition towards admission basing on the same reasons as Ukrainian citizens.
5.5. Foreigners who obtained general secondary education at abroad schools with the Ukrainian language studying, and abroad Ukrainians are admitted to RSUH according to interview subjects provided by Admission rules to enter according to the specialties (field of studying) within established quotes according to recommendations of Ukrainian national cultural companionships or diplomatic institutions of Ukraine abroad.
5.6. Person who was recognized as a refugee or person who requires added protection has the equal right to obtain higher education with Ukrainian citizen.
VІ. FOREIGNERS AND STATELESS PEOPLE ADMISSION
6.1. Foreigners and stateless people are admitted for studying according to the results of entrance tests and enrolment competition in keeping with Admission rules to study at bachelor’s, specialist’s and master’s degree. Foreigners’ admission is implemented according to Conditions of admission at RSUH basing on RSUH rector’s orders.
6.2. Foreigners who are given state scholarships according to international agreements, countrywide programs, other international obligations of Ukraine, are admitted for the studying within state order number of students on the base of directions from Ministry of Education and Science of Ukraine.
6.3. The terms of conditions fulfilment for foreigners’ studying who enter according to the quoted proved to RSUH and also who enter basing on the agreements signed by RSUH with legal and individual person are established by the Admission committee resolution according to Conditions of admission to RSUH.
6.4. Payment for educational services given by educational institutions for foreigners and stateless people is implemented according to the agreements (contracts) for the funds to pay by individual or legal person if the other is not provided with international agreements or agreements with higher educational institutions about international academic mobility.
6.5. In the case of foreigners or stateless people minors’ admission their parents or legal representatives sign the agreements (contracts).
6.6. RSUH provides timely submission of documents to local offices or divisions of the State Migration Service of Ukraine to register the foreigners enrolled for studying with temporary residence permits giving for the period of study in accordance with the procedure established by the law.
VII. FINAL PROVISION
7.1.The Regulations on Foreigners and Stateless People Admission to studying at RSUH should be the subject to annual review and approval at a meeting of the Admissions Committee after Admission Conditions approval and should be annexed to the Admission Rules. All issues related to clarification, deletion, addition of individual paragraphs and chapters of the Regulations should be resoluted by the Admissions Committee in agreement with the Head of Admissions Committee and the Department of International Relations and Work with Foreign Students no later than before the beginning of the university admissions process.
7.2. The subject to review separate points, chapters of this Regulations can be implemented in the cases which resulting therefrom law and rules and regulations changing and force-majeure circumstances.
REGULATIONS
ON FOREIGNERS AND STATELESS PEOPLE STUDYING ADMISSION TO RIVNE STATE UNIVERSITY OF HUMANITIES IN 2019
І. GENERAL REGULATIONS
- Regulation on foreign students and stateless people studying admission, interviews carrying out (entrance test), enrolment competition organization and its implementing (hereafter – Regulation) in 2019 at Rivne State University of Humanities (hereafter – RSUH) that provides education services for foreigners based on the license for educational activity of higher educational institutions.
Foreigners and stateless people admission for studying at higher educational institutions is implemented according to Ukrainian laws “On higher education”, “On foreigners and stateless people legal status”, “On foreign Ukrainians”, “On refugees and people in need of additional or temporary protection”, Ukrainian Presidential Decree No. 271 of June 3, 1994 “On measures for the development of economic cooperation of Ukrainian regions with the neighboring regions of the Republic of Belarus and the administrative-territorial units of the Republic of Moldova”, Resolutions of Cabinet of Ministers of Ukraine 11 September, 2013 No. 684 “Some Issues of Recruitment for Foreigners and Stateless People”, Order No. 1541 of the Ministry of Education and Science of Ukraine 1 November, 2013 No. 1541 “Some Issues of the Recruitment and Training (Internship) Organization of Foreigners and Stateless People”, registered at the Ministry of Justice of Ukraine 25 November, 2013 under No. 2004/24536, Conditions of admission to higher education institutions of Ukraine in 2019 (hereinafter – Conditions of admission), approved by the order of the Ministry of Education and Science of Ukraine 10 October, 2018 № 1096, registered in the Ministry of Justice of Ukraine 21 December, 2018 № 1456/32908, Admission rules to Rivne State University of Humanities in 2019, approved at the meeting of Rivne State University of Humanities Academic Council (Minutes No. 1, 31 January, 2019) (hereinafter – Admission Rules).
- This Regulation effect does not apply to foreigners who live in Ukraine permanently on the legal base, people who have been given the status of refugees in Ukraine, and people who need additional or temporary protection.
- Foreigners and stateless people admission for studying is implemented according to accredited educational programs (specialties) within licensed number of students approved for each specialty (the 1st Appendix).
- The organization of foreigners’ recruitment for studying is implemented by
- Rivne State University of Humanities (hereinafter – RSUH);
- state-owned enterprise authorized by the Ministry of Education and Science of Ukraine (hereinafter – an authorized state-owned enterprise), and also other entities (residents and non-residents) on the base of signed agreement with RSUH towards the provision of recruitment services for foreign applicants for studying.
- If RSUH signs contracts with economic entities to provide recruitment services of foreigner aplicants for studying it submits the information according to signed agreements in digital form to the authorized state enterprise within five working days from the date of these agreements’ effect with the aim to keep records about business entities engaged into the recruitment of foreigners to study in Ukraine, and generalize the information about the status of educational services providing for
- SUH requirements towards foreign entrants’ appropriateness to conditions of admission at the appropriate higher educational levels are mentioned in Admission Rules and posted on RSUH official website.
- Foreigners and stateless people admitted to RSUH studying according to full-time studying are given a student ID in the government-approved format.
- The normative content and terms of studying according to all educational levels and degrees are determined basing on Ukranian standards of higher education, Conditions of admission and Rules of admission to RSUH.
- Foreigners who are given state scholarships according to international agreements, countrywide programs, other international obligations of Ukraine, are admitted for the studying within fixed admission quotes to RSUH on the base of directions from Ministry of Education and Science of Ukraine.
- Foreign Ukrainians whose status is approved by foreign Ukrainian certificate use the same rights for education obtaining while RSUH admission as Ukrainian citizens except of cases established by the Constitution of Ukraine, Ukrainian laws or international agreements, that have got the consent of its obligation from Verkhovna Rada of Ukraine.
Foreign Ukrainians whose status is approved by foreign Ukrainian certificate are admitted to RSUH within fixed admission quotes to higher educational institutions according to interviews in subjects provided by Admission rules.
II. PROCEDURE OF APPLICATIONS AND DOCUMENTS RECEIVING FROM FOREIGNERS AND STATELESS PEOPLE
- Foreigners and stateless people (hereinafter- foreigners) can obtain higher education for the funds to pay by individual or legal person if the other is not provided with international agreements. The arrangement for such agreements should be given by Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions dealing with international academic mobility.
- Foreigners’ admission to university is implemented for the funds of state budget within quotes for foreigners.
- Foreigners who come to Ukraine with the aim of studying apply to the University according to accredited educational programs (specialties). The submission terms of competitive bids into the unified database defined in clause 7 of Section XV of these Admission Rules are not applied to the admission of such foreigners. The University calculates the entrant’s points/grades on the basis of the education level document obtained before and determines the minimum number of points/grades required for applying in general subjects (100 points), in which the entrance test is carried out.
- Enrollment of foreigners for studying at the appropriate higher education level is based on the entrance tests results in defined subjects and language of studying and on the basis of academic rights to continue studying provided by the document on the level of education obtained in the country of their origin, and achievement points accounting that give the right to continue studying at next higher education level in accordance with the law of the country which had issued the document on obtained educational degree (level).
- All foreigners’ categories that apply to university are admitted to University on the base of orders about admission formed in the unified database.
- It is mentioned in Admission Rules and published at RSUH official website the University requirements towards the appropriateness of foreign entrants who came in Ukraine with the aim of studying to conditions of admission at the appropriate higher educational levels and also the terms of applications and documents receiving, carrying out the entrance tests and creativity competition, and admission.
- Foreigners and stateless people who stay on the territory of Ukraine within legal bases personally submit to Admission committee the hard copy application during the University applying.
The application shall have attached thereto:
- document (copy) on the educational degree (education and qualification level) obtained before on the base of which the entrance is implemented;
- supplement (copy) to the document (copy) on the educational degree (educational and qualification level) obtained before on the base of which the entrance is implemented (if available);
- document (copy) where it has presented the data about curriculums content of the previous higher educational degree (level), obtained credits, studying duration and academic achievement (while studying entrance to obtain bachelor’s, master’s degree on the base of higher educational degree (level) obtained before);
- passport or other document that certifies the person and foreigner’s citizenship or document that certifies stateless person (copy);
- legalized medical certificate dealing with the state of health, certified by the official health authority of the country where the foreigner came from, and issued no later than two months before entering to study in Ukraine (original and notarized translation in the Ukrainian or Russian languages). If the period of stay in Ukraine for the time of documents submission is more than 6 months, then it is additionally submitted a medical certificate in the form of 086-o;
- health insurance policy unless the other is provided by Ukrainian international agreements;
- four 3 x 4 cm photo cards.
Foreign Ukrainians submit to Admissions Committee the copy of foreign Ukrainian certificate.
Foreigners and stateless people who transfer to the University or resume the studying at University submit academic transcript issued by higher educational institution where they had studied. Transferring and resuming at University is implemented only after the first year studying finishing under the condition of the first year academic curriculum performance on a full scale.
Foreigners who apply for studying according to academic mobility programs submit the documents prescribed by requirements of international programs and/or agreements towards which academic mobility is implemented.
Documents mentioned in subparagraphs 3-7 of this point should be translated into the Ukrainian language and notarized.
Documents mentioned in subparagraphs 3-5 of this point should be certified in the country of its issuing in the way used for such certification in this country officially, and legalized by appropriate Ukrainian abroad institution unless the other is provided by Ukrainian international agreements.
Foreigners who enter the university should have entry visa which they get at Ukrainian embassies in appropriate countries. The reason for entry visa issuing with the aim of studying is the original of appropriate invitation issued by the University or other higher educational institution of Ukraine according to foreigners’ application.
The applications and documents mentioned in this point are kept in entrants’ / students’ personnel file during the whole term of studying at University.
- Foreigners who are given state scholarships according to international agreements, countrywide programs, other international obligations of Ukraine, are admitted to study within fixed admission quotes to RSUH on the base of directions from the Ministry of Education and Science of Ukraine.
- Foreigners who come to Ukraine to participate in academic mobility programs or to obtain higher education according to educational programs arranged between the University and foreign higher educational institution are admitted for studying considering appropriate agreement obligations of the University and appropriate higher educational institution.
- During Ukrainian higher educational institution entrance foreign Ukrainians who legally stay in Ukraine and whose status is approved by foreign Ukrainian certificate use the same rights to obtain education as Ukrainian citizens except of cases established by the Constitution of Ukraine, Ukrainian laws or international agreements, that have got the consent of its obligation from Verkhovna Rada of Ukraine.
Foreign Ukrainians whose status is approved by foreign Ukrainian certificate can be admitted for studying according to state order within fixed quotes for foreigners concerning with the interviews in subjects provided by Admission rules.
- Foreigners and stateless people who live in Ukraine permanently, people who have been given the status of refugees in Ukraine, and people who need additional or temporary protection and enter the University according to the rules provided by this Admission rules for Ukrainians can take part in competitive examination for the places of state order within the quotes established by the Cabinet of Ministers of Ukraine basing on special enrolment competition point which is calculated as ration of entrant’s enrolment competition point defined according to the 7th chapter of Admission rules to the minimum enrolment competition point of giving recommendations for the places of state (regional) order in general enrolment competition for this enrolment competition offer in previous year (in the case of such point absence it is used this figure according to the other, maximum related, enrolment competition offer within the University, in the case of its impossibility – of the other higher educational institution according to Admission committee resolution).
III. TERMS OF APPLICATIONS AND DOCUMENTS RECEIVING, COMPETITIVE EXAMINATION AND ADMITION FOR STUDYING
1. Foreigners and stateless people applications and documents receiving, entrance tests are implemented during a calendar year, admission for studying to obtain bachelor’s and master’s degrees is implemented in several stages – before and in the beginning of academic semesters (but not later than 1 November 2019 and 1 March 2020) once available applications and documents and recommendations for admission out of enrolment competition and out of licensed number of students.
2. Foreigners and stateless people entrance test are implemented at the University during five days beginning with the moment of applications and documents submitting.
3. Foreigners and stateless people admission is implemented after the university admission process finishing during three days with the moment of entrance tests successful passing but not later than 1 November 2019 and 1 March 2020.
IV. ENROLMENT COMPETITION ORGANIZATION AND IMPLEMENTING
Entrance test for entrants (foreigners and stateless people) who enter for studying to obtain bachelor’s degree basing on general secondary education is implemented in the form of the interview in the language of studying developed for the foreigners and stateless people entrants, and other enrolment competition subject from the List of enrolment competition subjects defined for each specialty in the 4th Appendix of this Admission rules according to interviews programs in enrolment competition subjects developed for the entrants – Ukrainian citizens. If the studying entrance according to chosen specialty provides the creativity enrolment competition passing, the entrants for these specialties additionally pass the creativity enrolment competitions according to the creativity enrolment competitions programs. Entrance tests results are evaluated according to the scale from 100 till 200 points. Entrants’ enrolment competition point is formed according to the results of entrance test in the second enrolment competition subject or arithmetic mean of entrance test results in the second enrolment competition subject and creativity enrolment competition. The interview result is evaluated according to the scale “passed” – “did not pass” and is presented in interview minutes.
Entrance test for entrants (foreigners and stateless people) who enter for studying to obtain bachelor’s or master’s degree basing on the higher educational degree (level) obtained before is implemented in the form of interview in the language of studying and professional test according to professional tests programs defined for each specialty in the 2nd Appendix and the 3rd one of this Admission rules for the entrants – Ukrainian citizens. Entrance test result is evaluated according to the scale from 100 till 200 points. Entrants’ enrolment competition point is formed basing on the result of professional test. The studying language interview result is evaluated according to the scale “passed” – “did not pass” and is presented in interview minutes. According to the results of each entrance test it is made the resolution towards entrant’s recommendation for admission to the University presented in the minutes of entrance test.
VІ. FOREIGNERS AND STATELESS PEOPLE ADMISSION
1. Foreigners and stateless people are admitted for studying according to the results of entrance tests and enrolment competition in keeping with Admission rules. Foreigners’ admission is implemented according to Conditions of admission at RSUH basing on RSUH rector’s orders.
2. Foreigners who are given state scholarships according to international agreements, countrywide programs, other international obligations of Ukraine, are admitted for the studying within state order number of students on the base of directions from Ministry of Education and Science of Ukraine.
3. The terms of conditions fulfilment for foreigners’ studying who enter according to the quoted proved to RSUH and also who enter basing on the agreements signed by RSUH with legal and individual person are established by the Admission committee resolution according to Conditions of admission to RSUH.
4. Payment for educational services given by educational institutions for foreigners and stateless people is implemented according to the agreements (contracts) for the funds to pay by individual or legal person if the other is not provided with international agreements or agreements with higher educational institutions about international academic mobility.
5. In the case of foreigners or stateless people minors’ admission their parents or legal representatives sign the agreements (contracts).
RSUH provides timely submission of documents to local offices or divisions of the State Migration Service of Ukraine to register the foreigners enrolled for studying with temporary residence permits giving for the period of study in accordance with the procedure established by the law.
VII. FINAL PROVISION
1. The Regulations on Foreigners and Stateless People Admission to studying at RSUH should be the subject to annual review and approval at a meeting of the Admissions Committee after Admission Conditions approval and should be annexed to the Admission Rules. All issues related to clarification, deletion, addition of individual paragraphs and chapters of the Regulations should be resoluted by the Admissions Committee in agreement with the Head of Admissions Committee and the Department of International Relations and Work with Foreign Students no later than before the beginning of the university admissions process.
2. The subject to review separate points, chapters of this Regulations can be implemented in the cases which resulting therefrom law and rules and regulations changing and force-majeure circumstances.
Tuition fee for intramural form of education
– Bachelor is $1500 per year;
– Master is $1600 per year;
– Bachelor and master (in English) is $2000 per year.
Tuition fee for extramural form of education
– Bachelor is $800 per year;
– Master is $1000 per year.
Training of foreign citizens in the Rivne State University of the Humanities
is conducted in three stages:
– preparatory training at the Preparatory Department for foreign citizens;
– training at main faculties in all major fields of study to gain the degree of Bachelor or Master;
– further postgraduate education.
Preparatory Department for foreign citizens
Preparatory Department for foreign citizens conducts training of foreigners who have a complete secondary education and who wish to enter a higher educational establishment. Training begins on November, 1. The term of study is 8 months long. The training is conducted on the contract base according to existing intergovernmental agreements. The arrival of foreign citizens for studying takes place due to individual invitations that are granted by the university after the contract is concluded.
The tuition fee at the preparatory department for foreign citizens is $1000.
Further Postgraduate Education
Foreign students have a possibility for further education at a post-graduate course. The tuition fee per year at the post-graduate course is $2500 per year.
It is also possible to be transferred to the senior years of study, to be admitted to master, post-graduate and doctoral programs on the basis of education certificates of other countries.
A doctoral program fee is $3000 per year.
